Reliance Testing is owned and managed by JoAnnie (Hall) Neal and Brian Neal. JoAnnie Neal has over 22 years experience in Department of Transportation (DOT) drug-free workplace program management. She works closely with her clients to develop programs that are in full compliance with DOT. Brian Neal’s expertise is in behavioral healthcare and has over 25 years of experience. He worked as a CEO for a behavior health hospital before starting his own business in Texas. Together, JoAnnie and Brian own and manage businesses on Guam, Saipan, Texas and Oklahoma.
